Association Webinars: From Paris to Glasgow: International Climate Agreements and Energy Transition



  

 

The Paris Agreement on climate change has been ratified by 187 countries and 137 countries have committed to carbon neutrality. This webinar will discuss the impact of international climate agreements on global energy transition from the perspectives of law, economics and international relations. In particular, how can the nationally determined contributions be unified to produce the global public goods of net zero emissions? What is the relationship between international agreements and national actions? What can we expect from the COP26 which is due to take place in Glasgow later this year? Given China’s recent commitment to carbon neutrality by 2060 and the Biden administration’s target of net zero by 2050, the panellists will also talk specifically about China’s carbon neutrality target with a focus on the role of coal and the US actions.

Moderator:

Dr. Xiaoyi (Shawn) Mu is a Reader in Energy Economics at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), University of Dundee. He obtained his Ph.D. in economics from the University of Oklahoma in 2006 and Bachelor’s degree in economics from Renmin University of China in 1994. His research interest has focused on commodity pricing and volatility, petroleum economics, electricity economics, energy policy issues in developing countries. In 2019, he published a book The Economics of Oil and Gas at Agenda Publishing

Dr. Mu has experience in both oil & gas and electricity industries. Before joining CEPMLP in 2008, he was a senior consultant at Global Energy Decisions, a leading software and consulting firm focusing on electricity markets, from 2006 to 2008. From 1994 to 2001, he worked at China National Petroleum Corporation (CNPC) and PetroChina as an analyst and manager in marketing and natural gas divisions.

Xiaoyi has been a member of the IAEE since 2001.

Speakers:

Prof. Volker Roeben is Professor of Energy Law and Global Regulation at the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee. He is also a professor at the China University of Political Science and Law in Beijing and a docent at the University of Turku. Formerly, Volker was senior research fellow at the Max Planck Institute for Comparative law and Public International Law, and a professor of international law at Swansea University.

He has held visiting or part-time posts at the universities of Chicago, Minnesota and West Virginia, and as legal adviser at the Energy Charter Secretariat. He holds degrees from the universities of Kiel, Heidelberg, and Berkeley and from the College of Europe Bruges. Volker is the author or editor of seven books and forty articles. In 2018, he published Towards the European Energy Union – European strategy in international law with Cambridge University Press. He is co-editor of the Hart publication series ‘Global Energy Law and Policy’.

Dr Janet Xuanli Liao is a Senior Lecturer in Energy and Climate Diplomacy at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), and Director of Doctoral Studies, School of Social Sciences, University of Dundee. She obtained PhD in International Relations from the University of Hong Kong and held B.A. and M.A. in History from Peking University, China; she also studied M.A. in International Relations at the International University of Japan.

Janet’s research interests include Chinese think tanks and China’s foreign policy-making, Sino-Japanese political/energy relations, China’s energy diplomacy and the “Road and Belt Initiative”, Chinese NOCs and government relationship, the role of coal and China’s carbon neutrality target, China’s carbon market and its climate policy, and nuclear energy and Japan’s climate policy, etc.. She has published widely in these fields and being invited as keynote speaker at various workshops globally.

Dr Ian Lange is an Associate Professor of Economics in the Division of Economics and Business at Colorado School of Mines. Ian recently returned to the Mines after a stint at the White House Council of Economic Advisors.

Before joining the Colorado School of Mines, he worked as a Senior Lecturer (Associate Professor) and Director of the Masters of Energy Management in the Division of Economics at the University of Stirling, United Kingdom, and as a Post-Doctoral Fellow at the U.S. Environmental Protection Agency. He is currently a Faculty Fellow at the Payne Institute and Fellow of the CESifo Research Network. Ian holds a Ph.D. in Economics from the University of Washington as well as an M.A. and a B.A. in Economics from the University of Illinois at Chicago.
